Frequent changes in the commonwealth’s implementation of the Voter ID Law have created confusion among PennDOT staff and for voters seeking ID to cast a ballot, according to a new report from the Pennsylvania Budget and Policy Center.

The report, Moving Target: Pennsylvania’s Flawed Implementation of the Voter ID Law, also finds that voters are receiving very little information at PennDOT driver’s license centers about an alternative voting ID issued by the Department of State, while some centers still do not have basic information about the Voter ID Law.
