Halfway through the state's fiscal year, General Fund revenues are right on target — exceeding official estimates by a scant $2 million, or 0.02%. Tax and other collections in December came in $40 million, or 1.7%, below the monthly target, largely erasing the modest revenue surplus that had been generated so far.

General fund revenues are expected to grow by $830 million in the next fiscal year, but that isn't enough to pay for $1.7 billion in mandated spending increases. If any extra funding is added to basic education or any other non-mandated program, the gap grows larger. This leaves a hole in the budget that needs to be filled before passage.

While General Fund collections are on track with official 2013-14 estimates, they are not keeping pace with the slowly growing economy, and much of this can be traced to recent corporate tax cuts.

Monthly General Fund revenue collections during the 2012-13 fiscal year came in below projections almost as often as they came in above. All told, year-end receipts totaled $57 million, or 0.2%, more than the annual estimate.

General Fund revenue collections exceeded estimate in May. While this is good news, it appears that this year’s revenue surplus is unlikely to reach the $232 million forecast back in February by the Corbett administration.
